Description[]
Arming the people is something that leaders find detestable and frightening, necessary perhaps, but certainly unwelcome.
These people are the common populace with whatever dangerous weapons they can obtain by fair means or foul. If a leader has reached the point of asking his people to act as this kind of militia, things are indeed desperate! If the governed have reached this point on their own, then matters are truly desperate for their leaders!

Tufangis are the Mughal equivalent of Firelock Armed Citizenry. One major difference is that, unlike their European cousins, Tufangis can be recruited in addition to being provided for free to a city under siege. They are effective as very cheap garrisoning forces to increase public order. In combat, they perform extremely poorly, often breaking with scarcely any losses. However, they can be useful for adding sheer numbers to an army and diverting enemy firepower away from more important units.
