The Powhatan Confederacy is a tutorial faction in Empire: Total War. It is the Native American faction the player fights in Act 1 of the Road to Independence Campaign.

The Powhatan Confederacy is one of only two factions that are unplayable in the Grand Campaign. It serves as the antagonists against the Virginia Colonists.
Unit Roster[]
The Powhatan Confederacy fields arguably some of the worst units in the game. Powhatan Bowmen and Powhatan Warriors have terrible statistics bordering those of Firelock Armed Citizenry.
